I am able to restart the install process by booting to the usb install drive and deleting the partitions etc to start again but it never goes past the Dell logo after the reboot, even if I leave it overnight. I let the full diagnostics run (with the new ssd installed) including the extended memory test several times each time with NO errors reported.

I first tried an OEM ISO that has all the updates preinstalled etc, but then tried the Dell os recovery app to get a 'clean' win 10 ISO.ДЄgain nothing has made a difference. I have updated the bios using a freedos usb to 4.3.0, I reset bios settings, removed CMOS for hours and let it sit without power, replaced the CMOS battery, tried swapping the memory to the other slot, tried reinstalling the old hard drive, and nothing will allow me to get past the initial install. I cannot get the computer to go past the Dell logo after the initial install. After the initial install where it copies files, it rebooted and that is when my problems started. So I figured easy fix, got a brand new Crucial SSD made my win 10 usb install drive and installed windows 10. After running diagnostics several times and many reboots indicated a potential issue with the hard drive. Ran diagnostics and tried to recover windows unsuccessfully. It was running fine a few days ago with no issues, but we had a power outage and the computer got stuck in an automatic repair boot loop after powering back on.
